CITY OF CLOVERPORT COUNCIL MEETING JANUARY 21, 2019 6:30 P.M. Mayor Tammy Vessels called to order the regular meeting of the Cloverport City Council at 6:30 p.m. Mayor Vessels then welcomed those in attendance and John Kroner led the audience in the Pledge of Allegiance, followed by a prayer. Roll call of the Council revealed the following: Gwan Bickett – Present Scott Harris – Present Hal Jennings – Absent Lesley May – Present Danny Smiley – Present Kevin Thurman – Present Agenda. Co. Smiley moved to accept the agenda as presented, seconded by Co. Bickett, with all ayes being cast. Minutes. Co. Smiley moved to accept the minutes as presented, seconded by Co. Bickett, with all ayes being cast. Financial Statements. Co. Smiley moved to accept the financial statements as presented, seconded by Co. Bickett, with all ayes being cast. Reports. A. Mayor – Mayor Vessels welcomed the new Council members. Vessels reported that she had spoke with former Mayor Dan Allen and he helped her understand some issues with drainage ditches and discussed the possibility of having to contract outside help. Vessels said her and Judge Lucas had met with a citizen on Verden Street about drainage problems and decided to straighten some of the issues. Mayor Vessels then reported that Don Cox is not able to inspect the downtown buildings now due to an illness but that there will still be a meeting with Carolyn Barr, the city attorney, the Mayor and Council and anyone else to see what needs to be done to get the buildings in compliance. Co. Bickett stated that she wants to be there. Vessels then reported that Dan Drane has finished the compilation for the 2015-16 audit, that all committees are now full and that the City is continuing to make monthly payments on the back taxes. Vessels announced that Leslie will be attending a training class in Frankfort for the new city website. The audits began on Thursday, January 17th and have started on the 2015-16 fiscal year. B. Clerk – City Clerk, Marcia Finley reported 512 stickers being sold. Tank water sold 30,700 gallons and collected $272.25 for the month of December. Clerk Finley reported that Adam Critchelow has started on the survey for the Area Fire House and hopes to be finished by the end of the month. Finley also reported ALL bills for the General Fund were caught up and paid with the only outstanding bill being for the IRS monthly payment for the back payroll taxes. Finley spoke with American Legal Publishing on acquiring a quote to update the Code of Ordinances. ALP quoted $8,000 to update from 2007 to current and to put in compliance with all state and federal regulations. They said they can fix it so that it can be paid in 2 separate fiscal years. Finley suggested the council think about adding it to next years budget. The sales tax has been paid for the Ballpark at an amount of $283.34 and the boat ramps/community room was $56.33. This covered the new state mandated sales tax that went into effect July 1st and caught up all sales for July thru December. Finley announced that application for police officer are still being taken until the end of the month. Financial disclosures were given to the mayor and council to fill out and return by February 1st to the Ethics Board. C. Police – Chief Wagner Baskett reported 15 calls for service, 2 property checks, 1 radar, 12 assistance for other agencies, 10 calls out, 5 directed patrols, 85 business checks, 2 city citations, 2 state citations and 5 calls after hours. Baskett reported he is still in the process of the citizen’s police academy which is a 14 week program designed to give the public a working knowledge of the Cloverport Police Department. The Chief will continue to have Coffee with a Cop each month to provide the community with a way to talk one on one with him to address complaints or other problems.. D. Public Works – Eddie Lee reported his department worked on 4 water leaks, connected 4 services, completed 5 orders to clean up downed trees and brush, disconnected 9 services, replaced 1 meter, cleaned 1 ditch, disconnected 8 services for non payment, and completed another 16 miscellaneous orders. The department completed a total of 45 out of 50 work orders. Lee also announced that David Poole received his Waste Water Collections license and that he now holds all licenses required by the state for our facility. E. Fire Dept. – Secretary Melissa Burnett reported 3 fire runs for the month of December, 9 medical runs, 2 rescue runs, 1 natural gas and 3 other runs for a total of 18 runs. The department used a total of 49.1 gallons of diesel. Burnett gave a copy of the state fire roster to the council and announced that they have 63% of members with the required training for State Aid. The Department will be getting State Aid for the first time in years. Burnett then approached the council with a list of gloves and nomex hoods that the department is in need to insure safety on fire runs. Co. Bickett made a motion to purchase the needed equipment, seconded by Co. Smiley, with all ayes being cast. F. Parks – No one present. Fire Chief. With this being the first meeting of 2019 it is required that the Mayor appoint a new fire chief with the council approval. The Department brought the Mayor a list of 3 members voted by the department at an earlier meeting for the Mayor to choose from. The 3 names on the list was the current Chief, Matt Clark, current Asst. Chief, Joseph Burnett, and Rob Poole. Mayor Vessels recommended Joseph Burnett as Chief and Matt Clark as Asst. Chief. Co. Smiley made a motion to appoint Burnett Chief and Clark Asst. Chief, seconded by Co. May, with all ayes being cast. Website Proposal. The city has already begun work on a new website thru the state which is a free service, however, a company by the name of Revise has submitted a proposal of $3500 for 4 years of service. Co. Smiley made a motion to stay with the States free website, seconded by Co. Harris, with all ayes being cast. Council Input. Co. Smiley says there is an ordinance prohibiting citizens from leaving their trash out more than 24 hours but some citizens have their trash out for a week at a time. Smiley said something needs to be done to make sure this doesn’t continue. Chief Baskett suggested he turn it over to the Code Enforcement Board. Co. Bickett suggested the City look into new street signs for Main Street. Citizen Input. John kroner asked for permission from the Council to seek permission from the City of Hardinsburg to allow us to have 2 hours of free water to flush out fire hydrants. Kroner was informed that no one would stop him from asking. Littering was also discussed but it was at a location at the west end entrance into Cloverport and is outside city limits. There was also discussion made about allowing out of town garbage customers to participate in the heavy trash pick- up, no action was taken. Adjournment. This concluding the business of the meeting, Councilor Smiley made a motion to adjourn at 7:31 p.m., seconded by Co.
